I went to that website and downloaded a copy of the www-spdf-test.pdf file. This will not open either using web browsers since it requires a FileOpen plugin. Unfortunately, FileOpen encryption support was deprecated back in Nitro PDF Pro 12. You may use other PDF software that supports FileOpen encryption.
