Can't access program as main user

I have two separate log ins for my PC because I work for two different companies.  The main admin user cannot access the program.  When I try to open it the screen flashes briefly and the icon is at the bottom of the screen, but when I try to open it, nothing happens.  I've also tried just opening a pdf file and get the same results.

It works completely fine when logged in as the other user
