Does the same issue occur when you save the converted/combined PDF to the local drive first then move it later on to the Google Drive? If this works, I recommend to use this workflow when combining multiple files to PDF Also, are the files that you are trying to combine also stored in the Google drive or are they being accessed directly in the local drive?
