Question About Editing an Image Field

This is the PDF I'm trying to work with:

I can't figure out how to edit the photo fields on page 7 and 8. In Adobe Acrobat I would just click on the photo field and it would let me populate it with an image.

I guess this file was "locked". The "edit" button was grayed out, so I tried using an online PDF unlocker, which worked as far as I can tell because I was then able to use the "edit" menu.

Anyway, I tried adding an image using Review --> Add Image and I was able to insert an image, but the placeholder image ends up being on top of the image I inserted as you can see here:

So what is the best way to add images to these fields?
