"Invalid license code" error when the pre-generated certifcate was used

I changed my laptop and was not able to deactivate the license  from the old laptop, when trying to use my serial number to re-activate on my new laptop and follow the "Manual" activation method it gives me an "invalid license code" error when the pre-generated certifcate was used.

When I checked the status of my serial number it shows that it is active and have 0 activation with 2 available re-activation. 

Please advise how I can transfer my license to my new device as I can no longer use the old laptop.
