How do I add/insert a line as an "object?" (rather "drawing" a line as an "annotation")

I want to create a table.  I want the lines of that table to be objects, so that I can edit them precisely.  I don't want to draw "markup" or "annotation" lines.  I know there's a difference, because I can edit "object" lines in pre-existing documents.  (Oh NitroPro, why do you make some of the simplest things so difficult?)

Please answer the question in the title.  Failing that (or in addition), please share how you would make a table.
