Cannot reactivate my license after PC Change

I am trying to move my license from one computer to another. I have already deactivate my license on my 1st laptop but cannot activate on the new laptop, returning an error -24. Also, using the https://licenses.gonitro.com/prd/portal  option returns a "Please select devices to deactivate." message. There doesn't seem to be a device to select, I'm stuck.Thanks!
