Nitro Pro 12 -24 error when trying to activate serial number

Not the first time this has happened. Deactivated license on an old laptop and trying to activate on a new one, problem activating error message. I have the right version (v12 x64 bit), the support ticket option leads to a dead end with no activation solution. How do I deal with this?

Please check which build of Nitro PDF Pro 12 is installed on your computer. This can be located under the Help tab > About Nitro Pro, example format is Nitro Pro 12.x.x.x where x.x.x is the complete build.

If the build is not 12.16.9.574, please install that build using the installer found from the link below:
https://www.gonitro.com/product-details/downloads - click the 'Download Nitro Pro 12' link. 

Once Nitro PDF Pro 12.16.9.574, activate it using your existing serial number.

Tried that, Nitro Pro setup wizard failed message. Rebooted and tried several times, downloaded again but same situation. Now what?

Please try to use the offline MSI installer. Here's the direct download link:

64bit - http://install.nitropdf.com/professional_12169574/en/retail/nitro_pro12_ba_x64.msi
32bit - http://install.nitropdf.com/professional_12169574/en/retail/nitro_pro12_ba_x86.msi

This MSI installer will install Nitro PDF Pro 12.16.9.574
