Flatten Option NOT Available when right-clicking an image or text

I am having this same problem.  Using the Select tool ,I right-click on the image/text and my options do not include any flattening commands.  I am using version 13.33.2.645.

If you exp[lain how to attach my sample PDF I will do so.
