Required to log in (or create an account) when they select Options > Download Signed

Our customer wanted to download a copy of the signed contract. When they click the link in the email that the contract has been completed. They are required to log in (or create an account) when they select Options > Download Signed. Do customers need an account to download?

Please note that the user will need to login to download a copy of the signed document. 
Also, the document that they signed is attached via email. If they still have the email in their inbox, they can download the signed document there.
