You may try to repair your installation via Windows Control Panel > Programs and Features and see if this helps. If the issue persists, please consider updating your Nitro PDF Pro 13 to the latest build. The latest build at this point is 13.70.2.40 and the installer can be located from the link below:https://www.gonitro.com/product-details/downloads - click the 'Download Nitro Pro 13' link. To update, simply run the executable file and this will automatically update your installation to Nitro PDF Pro 13.70.2.40. After that, please check if you will encounter the same issue when assigning a password to the document (I recommend to create duplicate copy of the document before doing this test).
