Nitro file cant be opened with acrobat

I received a one page document in JPEG format. I converted it to PDF file using Nitro Pro 13. I sent it to a third party and they cannot open with Acrobat. I tested it on my computer and I also cannot open it with Acrobat. I had this problem a couple of years ago with nitro 12. I contacted support and they could not find a solution and suggested I upgrade to Nitro 13, which I did. Now a year down the track I am having the same problem again. note different computer to one year ago???
