Unable to activate

I work for an IT company that manages a client who uses this software. We have a whole list of Nitro Pro licenses that we keep track of that we assign to employees as they need them. I am trying to load out Nitro Pro 13, fresh installation of the application on a fresh installation of windows. Not a single license we have works anymore to activate the software.  We have already verified that all the licenses that have been tried have at least one available activation left but the software tells me "The serial number does not exist". How can this be resolved as it is a big problem.

I found the licenses we have are Nitro Pro 12, I assume my issue may be related to trying to use a 12 license on a 13 application. If that is in fact the case, can you provide me a link to the .exe for 12 since it is no longer in the location it used to be in.
