Our version 13 licenses are starting to expire

We have a 60 user license for version 13 and have been trying to get a quote for upgrading to 14 and adding 10 more licenses, so far not having any luck with sales getting back with us.

Now we're starting to see our users installs expiring saying upgrade to pdf pro 14 required for use, why is our 13 licenses expiring?
