ActivateSN.exe tool

I'm looking for the best way to update the licenses associated with Nitro using Microsoft's Configuration Manager. I see the ActivateSN.exe tool is mentioned in the Deployment guide. Can you please provide a link to download this tool and any recommended scripts or command line commands to utilize this tool.
