Updates need to be purchased??

I purchased the update package when buying the five keys for Nitro Pro 13 and when I went to update four of my keys, it told me I must purchase the upgrade.  I feel cheated out of some money here and would like to know why I cannot move from 13 to 14 when I paid for the update package.

I have taken the necessary adjustment to ensure that you can proceed with upgrading your existing license, free of charge, to version 14 through the Upgrade Portal.
Please access again our Upgrade Page and then upgrade your serial numbers. 

I highly recommend upgrading your remaining serial numbers to version 14.
