Unable to deactivate, unable to activate, unable to open support ticket

Hello, I trying to transfer my license from one laptop to a new one.

When deactivating on the old device (surface pro3) it will not do so and I get error code 24. I cannot open a support ticket either.

I cannot deactivate from the Nitro Pro website either, it asks to select device to deactivate but there is no place on the webpage to select a device. 

It does find my license on the website, version is 12.6.1.298

Please advise as to what to do.
