The application will follow the Existing security settings of the document which can be found under File > Document Properties > Security tab. Actions like the 'Change document' if set to 'Not Allowed' will restrict you from editing or changing the document. You may be able to edit the document if you have the password to change the security method settings, or you may need to contact the author of the document to remove the restrictions so you can proceed with the edit.
