Cannot Resize Check Boxes Sometimes; They Move Instead

When Forms and Select Fields is highlighted, I click on a check box, hover over one of the highlighted handles, and then drag it, the entire check box will move instead of resizing. I have to try it several times before it works.

I recommend increasing the page zoom so you can precisely select the endpoints. 
I usually do this if the form fields in the documents are small and when it is difficult to select their endpoints.
