adding existing licence to new laptop

Can someone advise me. This is very frustrating. When i try to activate nitro pro on my new laptop, it asks me to select devices to deactivate, but doesn't enable me to select anything.

I tried deactivating Nitro on my old laptop but it comes back with -24: activation error. 

So ican't deactivate it from my old laptop, nor can i activate it in my new laptop

Any advice would be much appreciated
