Many features grayed out, such as Page Layout (to insert or delete a page)

Recently pdf files saved as pdf from Word do not allow several functions, such as adding or deleting a page -- in those cases the whole button (e.g., Page Layout) is grayed out. I have worked around inserting pages by combining files with the right-click menu in File Explorer.  Any ideas?
