PDF Security Lock Button

I am aware of a security button on Nitro that allows for a password to be set on a document that prevents editing on the document. I wanted to look into a solution for locking PDFs from editing with a button that is set up on all of our machines that places a preset password that the user does not know. We would like when a document is completed, for the user to click that button to lock the document, and any further modification to the document to need approval from the master user who knows the password. Is this something that can be done?
